    I . Military service

    How does an overseas draftee who is eligible for military service apply for his identity in the Republic of China?

    Ans.:

    1. As a male overseas compatriot, he should apply for acquisition of an Overseas Compatriot Identity Certificate for the purpose of military service administration to be issued by the competent authority of overseas compatriot affairs.  Or, his identity can be identified by his Overseas Compatriot Identity Endorsement indicated in his passport, but he should go to the local District Office in the district of his registered household to apply for control of overseas compatriots.
       
    2. Any overseas draftee having stayed in the Republic of China for no more than one year should produce his passport with Overseas Compatriot Identity Endorsement, or an effective Overseas Compatriot Identity Certificate issued by the competent authority of overseas compatriot affairs, his passport and the related identification documents to any Service Centers of National Immigration Agency in different Counties and Cities, the Ministry of the Interior in order to apply for an exit permit.
       
    3. For a draftee of Mainland China Area, Hong Kong or Macau having come to the Republic of China and registered his household for no more than one year, he should produce the Household Registration Certificate obtained during registration of his household for the first time, his Identity Card, passport and the related identification documents to the Service Station in different Counties and Cities under National Immigration Agency, the Ministry of the Interior in order to apply for an exit permit.
       
    4. Calculation of one year’s stay in the Republic of China is based on one of the following circumstances:
      [1] Continuous stay for one whole calendar year.
      [2] For an overseas draftee born before 1984, he should stay in the Republic of China for three periods with each period lasting for four months.
      [3] For an overseas draftee born after 1985, he should stay in the Republic of China for two calendar years.  In each of the two calendar years from the 1st day of January to the 31st day of December, he should accumulate his stay in the Republic of China up to 183 days.
      If an overseas draftee having returned to the Republic of China for studying, during the periods that meet the conditions of delayed conscription, the aforesaid periods of his stay in the Republic of China shall not be calculated.
       
    5. The draftee should produce the following information to the military service unit of District Office to apply for control of overseas compatriots:
      [1] Basic information page of his passport of the Republic of China and the page of Overseas Compatriot Identity Endorsement.
      [2] Basic information page of your foreign passport (If he has no foreign passport, he is asked to provide an affidavit and an declaration stating that once he has a foreign passport in future, he shall notify the District Office to exercise control.)
      [3] Certificate of highest education.  If he is studying at school, he should provide his Certificate of Enrollment (or Student Card) or an affidavit stating the admission date and the expected graduation date.
      [4] Household information.
       

    How does an overseas draftee apply for leaving the Republic of China to go abroad for studying (including Hong Kong and Macau, but not including Mainland China Area)?

    Ans.:

    1. An overseas draftee having obtained an admission permit from a school abroad (verification by the overseas embassy of the Republic of China is exempted) and having met the provisions concerning the level of education to be received and the highest education age may apply for studying abroad.
       
    2. An overseas draftee holding an admission permit of a school abroad, his passport and identity card may apply from National Immigration Agency, the Ministry of the Interior for departing the Republic of China.
       
    3. Regarding the highest education age for an overseas draftee to receive education abroad, he who will study at a university or lower-level education institution should be aged below 24; he who will enroll a Master’s Program at a graduate institute should be aged below 27; and he who will enroll a Doctoral Program should be aged below 30.  If a student takes the undergraduate program for more than 4 years, for each year of graduation to be postponed, the highest education age for him to receive education abroad will be extended for one more year.  After graduation from university, if he subsequently enrolls a Master’s Program or a Doctoral Program, he may extend his highest education age accordingly.  But the highest education age for him to receive Doctoral Program education abroad shall not be above the age of 33.  Calculation of age is based on the 31st day of December of the year.  Besides, if he returns to the Republic of China to visit his relatives and then applies for re-departing the Republic of China for studying continuously, he has to produce his Certificate of Enrollment (including a copy of its Chinese translation) verified by the overseas embassy of the Republic of China and the original copy of his passport to any Service Centers of National Immigration Agency in different Counties and Cities in order to apply for re-departing the Republic of China.

    II . Health insurance

    Who cannot join the National Health Insurance program?

    Ans.:

    1. Those who have been missing for six months.
       
    2. Those who have lost the qualifications for joining the Health Insurance program [loss of the nationality of the Republic of China, household being moved out of the Republic of China, being of foreign nationality, or Alien Residence Certificate (ARC) being expired].
       

    For foreigners holding Alien Residence Certificate (ARC) in Taiwan Area, when will they be qualified to join the 2nd-generation National Health Insurance program?

    Ans.:

    1. On January 1, 2013, 2nd-generation National Health Insurance Act was implemented.  The waiting period for the insured targets to join the Health Insurance program was lengthened from 4 months to 6 months.  The calculation way of waiting period, originally calculating a person’s continuous stay in Taiwan Area, was loosened to be a person’s continuous stay in Taiwan Area for 6 months, or emigration for one time of no more than 30 days, and the period of actual stay, after deducting the number of days of emigration, has to be up to 6 months.  On the next day after the 6 months’ stay, the person can join National Health Insurance program.
       
    2. Those who have held ARC before implementation of 2nd-generation National Health Insurance program should still join the Health Insurance program after having stayed in Taiwan for 4 months.
       
    3. Foreigners being legal employees may join the Health Insurance program at the servicing unit from the date of employment.
